The first rule of thumb is not to tie over old wallpaper as this can cause huge problems later. You therefore need to strip the wallpaper before you begin. When tiling over a newly plastered wall be sure to let the plaster dry out completely, and then apply a primer sealer. This will stop tile adhesive from soaking into the porous plaster.
